Dr. Stephen K Scroggs, Ph.D.

Dr. Scroggs is Vice President of Government Affairs and Business Development for ValueOptions Federal Services, Inc., a Beacon Health Options company, where he has been instrumental in the company’s recent awards of federal prime contracts under Department of Defense (DoD) and Homeland Security. Dr. Scroggs’ focus is to develop more effective outreach and engagement solutions to address stigma with the nation’s military service and family members. Since 2010, he has served on the Board of Governors of the National Military Family Association.

Dr. Scroggs, a retired Army infantry officer, had multiple command and senior staff assignments; taught American Politics at the US Military Academy at West Point; worked Congressional policy issues for the Secretary of the Army; and was responsible for DoD and veteran issues for Rep. John Spratt, a Senior Member of the House Armed Services Committee. He was also the author of the book, Army Relations with Congress: Thick Armor, Dull Sword, Slow Horse, published in 2000 by Praeger Publishers.
